Yeast volume for starter

When I pitched my WLP yeast yesterday I made a slight stuff up!

I prepared the boiled 4.5L mini wort then chilled down to around 18 degrees then added yeast pack...

 

The problem is...I was planning on using my WLP802 for a 28 liter batch, but ended up pitching the WLP001 by mistake... anyway my plans on making A LAGER have changed from a PIlsner to a IPA now!

 

IPA hops in freezer for a 60 L batch...

Hop bill is: 100g Chinook, 100g cascade, 70g centennial, 50g amerillo...plenty to work with just need to finalise The new recipe?
