Muddy Waters
I think the Coopers sanitiser is for cleaning too. I reckon the overnight soak would be more for cleaning purposes rather than just sanitising a clean vessel. You'd probably be right with a 1/2 hour soak. I should point out that I don't use the Coopers sanitiser (I prefer iodophor for sanitising purposes).

PB2
If it's a Coopers Micro-Brew Kit, the FV only needs a rinse out with hot water for the first brew.
Slurtis Staggersalot
I seem to go overkill on the cleaning and sanitizing, I like to soak equipment rather than scrub it because scrubbing makes scratches that can hold bacteria... as for new equipment I would agree with Muddy that 1/2 hour soak is plenty with a good cleaner/sanitizer. If it says Coopers on it, its probably pretty darn good, I know the beer kits are! speaking of which I need to get back to making some beer I think I hear my water boiling [biggrin]
