Problems with brew

Started draught brew last Thursday night and I think there may be a problem with this one!!

started with 1.7kg tooheys draught purchased from safeway, 1kg light malt extract. added 300grams raw suger and 100grams golden syrup this to increase the alchol %.

The yeast I have used was the one that was in the lid of the tin and was pitched at 21c.

For 3 days this was fermenting at about 26-28c , on saturday did a test reading was 1020( OG was 1060 ) and all week this has stayed the same reading???

 

Does someone know if this brew is STUFFED!!!

or should I just wait it out?
