How to keep my bottles the right temp in the cooler times

I don't yet, though I've been looking into this since I think low temps are what is causing my english red bitter to still be flat after two weeks in the bottle. I'm gunna try moving some inside but I'm also toying with the idea of putting them in an old fridge with an open jug of very hot water and seeing what that does to the temps. If I replace the jug once a day and I can maintain 21.. that'd do.. Or I could always buy a heat pad and another thermostat but I haven't even finished the fermenting one yet!

My father puts all his brewed beer around his hot water system. It's in it's own litle room. His beer always carbonates much quicker than mine in the winter. I've got solar hot water so too bad for me.
