No activity in the fermenter after 3 days

After a few weeks of absence, I've restarted the brewery again on the weekend. The Irish Red I put down on Friday is happily bubbling away and is homing in on 1010 SG but the "86 Day Pils" from Saturday is doing tiddlysquad. It's a straight forward K+K, I even used the kit yeast (rehydrated) as I didn't have any lager yeast on hand. There is a decent yeast cake at the bottom of the fermenter but absolutely zero activity. No bubbles on the surface, not the slightest movement in the airlock. The same goes for the bench sample. It sits there, around 1040SG and has been doing so since Saturday afternoon.

Is the yeast dead? Should I re-pitch? Tip it out? I've seen beer start late but 3 days doesn't sit right with me.
